How do I, as the admin, allow all users to be able to add or remove themselves from groups in a hospital environment, we have nurses that cross work between our long term care and hospital departments and don't want to receive non department alerts?

To clarify, they are in the right groups, but want to use voice to "add myself to" or "remove me from" x group, when they are not assigned to that department for that shift.
