I read the documentation but am still confused. I want to add NEW users to Vocera and assign them to specific groups. What template should I download to use? Thank you.

This is a two step process. You have to import the users in one template and the groups in another template. Then you import your users and then the groups. It's easy once you get the templates created. Practice with a few users first.

To paraphrase you can’t import users and assign to groups at the same time/same template?

That is correct. We bulk load new hires every two weeks and we have to do it in two imports.
As a side note, if you use the conference groups, those can be loaded from the user template.
I would be happy to share my templates with you. I created a couple with fake sample data if you are interested.
